І. Preventive control

1. To prepare standpoints for ecological assessments of projects and programs in accordance to Chapter six of the Environment Protection Act (EPA) (State Gazette 91/2002);
2. To prepare standpoints to the Ecology Council of Experts (ECE) of the RIEW or to the Supreme Ecology Council of Experts (SECE) of the MOEW, in order to issue an assessment of EEI for investment proposals for construction activities and technologies, or alternations in such activities, in accordance with Chapter six of the Environment Protection Act;
3. To prepare general permits for construction and exploitation of new and/or exploitation of existing plants and equipment for the categories referring industrial activities as per Annex 4, Section II, Chapter 7 of the EPA;
4. To observe the procedures valid for the issuing of permits for water source usage and waste water disposal, in accordance with Chapter 4 of the Water Usage Act (SG 67/1999);
    - To prepare a draft permit;
    - To prepare and submit documentation to "Danube region" regional direction;
5. Preparation of assessments for:
    - Financing from ecological funds and other sponsors for the purposes of building of waste water filtering equipment;
    - Issuing of permits for the usage of construction sites, in accordance with Regulation 2/31.07.2003 for commissioning of construction sites in the Republic of Bulgaria.
6. Participation in the State Acceptance Commission for commissioning of construction sites in the Republic of Bulgaria, in accordance with the provisions of Regulation 2.
7. Control on construction of ecological sites and utilization of funds under the "Management of environment protection activities" program.
8. Control on the utilization of the annual target subsidies for construction of ecological sites, in accordance with Annex 4 of the State Budget Act.

  ІІ. Running control:

1. Control of waste waters emissions;
2. Control of the observance of the permits for water source usage and waste water disposal;
3. Control of production activities and technological plants;
4. Control of the efficiency of constructed and running filtering equipment and filtering stations;
5. Preparation of assessments for the ecological status of industrial sites subjected to privatization procedures.

  ІІІ. Subsequent control

1. Check the execution of requirements and provisions;
2. Check the execution of the EEI requirements;
3. Check the execution of conditions of the general permits;
4. Preparation of assessments for the ecological state of the sites subjected to post-privatization control.
